Customizing the Screentips

In Excel 2003, Is there a way to customize the wording of the screentips that
appear when the mouse cursor is placed over a data point in a chart (such as
the bubbles in a Bubble Chart)?

There's no built-in mechanism.  You can use an add-in such as
Hover Chart Label
