why don't my drawing tools work in my charts

I have completed some charts in excel and need to use some of the drawing
tools to ready the chart for publication, however, the line tool and the
arrow tool won't work anymore. Some of the other drawing tools work while
others won't. Any ideas?

Are they set to the same color as you chart background?
Elaborate on "do not work".
