Series as labels on bar chart

I have a series of numbers which represent a percentage of shipments for various
countries.  I am showing this percentage in a bar chart.  I have been asked to add
another indice for each country, which is an integer, as a label to each bar.  I
went thru the process of adding a second axis, hiding it, and doing a hidden line
graph with the labels showing. This doesn't produce the wanted output because in
some cases the label for the hidden line graph is a long way away from the bar for
that country and doesn't look like a label, even tho I've toyed with the axis
scale.  Basically, management wants the integer sitting on top of the % bar for
each country.  I don't want to have to do a text box and change these every week.
 Is there some way to choose a series as labels?  I know this is confusing and
hope I've explained enough to get some input!

Thanks in advance for any help you can give. I'm putting the data structure below
as an example.

Use either of the addins: XY Chartlabeler (www.appspro.com) or Chart
Tools (www.j-walk.com).  You will be able to add labels from any
column.
