I can't get the percentages to work in a bar chart data label.

I created a bar chart in Excel and when I go to Chart Opens, I can add the
value of each bar in as a data label but the percentage choice is grayed out.
How do I include percentages?

Convert the worksheet data to percentages first, then plot these percentages
in your chart.
