Excel freezes

Using Excel 2003, as soon as I click cell to start
entering, program freezes as if stuck in scroll mode.  
Have to CTRL/ALT/DEL to exit program.  Occurs in already
existing worksheets and in blank worksheet.

Have deleted .xlb files, uninstalled Excel, reinstalled
Excel, rebooting between uninstalling and reinstalling --
done this several times.  Nothing solves the problem.  
Very frustrating.  

Any suggestions, please?

This is a problem frequently reported.

There are four possible escapes I know of:

1. Hit the F8 key (if that has helped, mostly you had "EXT" showing in
Excel's status bar)
2. Click the wheel of your mouse
3. Go to control panel, System, Devices and remove your mouse. Then let
Windows detect and install it again.
4. Find and install the latest mouse drivers
