I open excel then try to open a csv file with a txt
extension excel displays "html opening" in the bottom of
excel then excel locks.  Any suggestions would be greatly
appreciated.  The reason I use the txt extension is so
when I open the text file I get the import wizard that
allows me to chnage the filed data types.  IF i use a csv
extension excel auto imports and messes up the data in my
fields.

Try no extension and select 'all files'
