Can't shutdown excel is running

Ok a user is running windows 2000 with office 2000 and
when she goes to shutdown her machine a message appears
that says "can't shutdown as excel is open" she has to
hard shutdown.  The application is NOT openly running at
the time.  Any idea how to fix this?

I can't say for certain what the problem is, but perhaps
we could start off with some process of elimination
techniques.

First and foremost, can you re-create this problem? If so,
please list the steps you take to do so (be VERY specific)
