I don't think you can change it on what is essentially read only media (I
know it's RW, but they don't operate quite like that).  I suspect you will
need to copy it to some true RW media (hard drive, etc) and change the flag,
make any changes and return it to the CD for transportation, etc

Upshot: I think it will always be R/O on CD media
