Disable the Office Plugin that comes with Symantec/Norton AntiVirus. See

We are using Symantec Antivirus Corporate Edition 811.323
I completely removed the program but still the same issue ....

If you had an older version of Symantec/Norton Antivirus installed on
the computer before you got Symantec Corporate Edition, then the Office
Plugin from the older version could still be registered in Windows even
if you have uninstalled the older version. Search for the OFFICEAV.DLL
file on the computer (include system and hidden files/folders). If you
find it, note the folder where it is located, and use the "regsvr32 /u"
method described in http://support.microsoft.com/?kbid=329820 to
unregister the DLL.

Today I checked it on a fresh installes PC with Office XP SP3.
I did not found a OFFICEAV.DLL file.
I guess i'm going to open a case with Microsoft ....
