double click on xls file will open up excel but not the file

I did look around and the uncheck "ignore other applications" fix does not
work.

I removed this person from the domain admin group and added his domain
account to the administrators group on his pc. After I did this he
complained about not being able to double click on xls files and have them
open. The same thing is happing with DWG files (not your problem) :)

I did do a office repair and I also tried the excel.exe /regserver.

Should i try the /unregserver followed by the /regserver? Will it help?

You could try that and also try looking for a file under the user profile
(hidden) called Excel.xlb.  delete it and see if it cures your issue. (it's
the toolbar customisation file.  excel will create a new one)

Well i tried both and neither one worked. Now Word is doing the same thing.
Double click on a file and it opens up but nothing is there.. not even a
blank document. Excel or Word still seems to function. It doesn't lock up
just nothing comes up. I even tried doing a reinstall to no avail. What else
can I do?

If you are wanting to do a re-install, there should be a file on the CD
called OffClean.exe.  If you run this it cleans Office off completely,
add-ins, toolbar customisations, etc.

This will be a complete removal.  If it still has a problem after this, it
is likely not an Office issue, but some other program interacting negatively
