excel won't open a spreadsheet

My Excel 2003 will not open a spreadsheet opened from explorer or the desktop
or email.  The program starts but only shows an empty pane.  It will open a
document when opened from within the excel file menu though. Lotus notes says
'Unable to Locate Program when I try to open an email attachment, but excel
does open. I've tried to reinstall twice with updates to no avail.  Anyone
have any ideas?

Try in Excel Tools>Options...>General>Ignore other applications is
un-checked
