File in limbo? can't open or delete

I am using excel 2003.  I was editing a file that is on our server when our
system went down due to electrical outage.  The file is now stuck, when I
attempt to open it, it tells me that it is read only because it is already
open for editing by ....ME.  I have turned off all computers that have
accessed the file, I have deleted it, but on screen refresh it comes back.  
any ideas

Sometimes it helps to reboot the server that actually holds the file.
Did you reboot your own system too?

If you've already done all that, no idea, sorry.
