I type number 86290378 and hit enter and get formula 8.6E+07. Why

I type in the number 86290378 and hit enter and this is what appears in the
cell          8.6E+07.   Why?   Even if I delete the cell and try again the
same formula appears.

Excel is truncating the number. After entering the number, highlight the
cell, and go to Format, Cells. Select the Number Tab, and click on General
and OK. See if that clears it up.

You might have a spreadsheet that has weird formatting already applied to
it, as a new workbook for me didn't reproduce your error in Excel 2003 or
Excel 2007 beta 2.
