Files won't open

When I try opening some workbooks, Excel 2000 crashes with the following
error details:

AppName: excel.exe    AppVer: 9.0.0.3822    ModName: unknown
ModVer: 0.0.0.0    Offset: 00ffffff

This error 100% repeatable.  The common element of all the files is possibly
that they contain references to external workbooks.  Of course, the worst
part about it is not the crashing, but that these files cannot ever be opened!

My questions:
Can the workbook files be recovered?  Can I do (or preven doing) anything to
prevent this error in the future?

I would appreciate if anyone can help.  The problem has been hounding me for
many months, but yesterday I lost an important file because of it.

first try to open the files on another computer
then re-install Excel on your computer

I did try.  Same problem.
