My "paste special - formula" in Excel pasts values and formula?

I want to copy and paste formulas ONLY.  When I use "paste special -
formulas" to copy and paste a row of cells containing both values and
formula, the cells containing values are copied and pasted as well as the
cells containing formula.  How can I prevent the values being pasted?  

(I have checked that the cells are formated "General" not "Text").  (The
formats are also pasted)
