Macro Security Error on Open

I created a workbook which contains a start up form on open and a little code
for a few things.I sent this workbook to other users and the start form does
not work and they receive the error "macros are disabled because security
levels are set too high" .I checked the workbook and clicked low security on
the options but they continue to receive this error. What can be done?

The security setting must be changed on the users' machines.  It is an Excel
setting, not a workbook setting.
