Assuming that you are wishing to enter numbers to display with leading zeros,
you can just type an apostrophe before typing the number, or by
pre-formatting the cell for TEXT........Right-click > FormatCells > NumberTab
> TEXT..........

If you want to write out a numeric value in words, see
