Given a set of rows each cell containing a value is there a way to return a
new range based on those values without duplicates?

Not a single formula, but there are other ways that can do it:

Chip Pearson has lots of techniques to work with duplicates:
http://www.cpearson.com/excel/duplicat.htm

Debra Dalgleish shows how to extract those unique values manually:

Also, one of the standard features of ASAP Utilities will do it for you.
It's available at www.asap-utilities.com
