when i try to fill a cell with color, nothing happens

New latitde d620 using excel, when I try to color a cell by selecting the
cell and clicking on the fill icon, nothing happens. What setting do i need
to change

If all workbooks and worksheets, perhaps this fix...............

The fill color, the fill pattern, or the line color of a WordArt or
AutoShape object in an Office document does not change

As directed, change the High Contrast setting in Windows OS
