There are two layers, cell protection and worksheet protection. By
default every cell is protected but the protection is switched off
for the worksheet as a whole. To protect specific cells you need to
change both those layers, in sequence:
1. Unprotect the cells you don't want to protect (Format | Cells |
Protection).
2. Turn on the protection system with Tools | Protection | Protect
Worksheet.

Try it in this sequence ..
First, you need to "unlock" all cells in the sheet. Select the entire sheet,
click Format > Cells > Protection tab > Uncheck "Locked" > OK.
Now select only the cells that you want protected (Hold down CTRL to select
multiple cells/ranges). Click Format > Cells > Protection tab > Check
"Locked" > OK.
Then apply sheet protection via Tools > Protection > Protect Sheet >
Password? > OK
