Changing row height in the same worksheet

Is it possible to change row J3 to J21 through M3 to M21 without changing the
rest of the worksheet?

no.

You may be able to accomplish the same thing by merging cells with the cells
immediately above them.

And be prepared to deal with the errors that "merged cells" will undoubtedly
bring when tring to copy, paste, sort and many other functions that don't like
merged cells.
