How can I insert rows without getting error"cannot shift objects o

I am getting this error when using the 97 compatible file format.

Most likely you have formatted cells below your last row/column of data, to
correct this, select the row or column after the one with data and hit the
following combination: Ctrl End Down Arrow or Ctrl End Right Arrow if it is a
column.
This will highlight all of the rows/columns ; now do the following
combination:
Ctrl -
After this you should be able to insert rows or columns.
