fromatting not possible on the cells

i am not able to change the cell six, the plus sign does not change when i
move the cursor to the corner of the cell, there is some kind of lock on the
cells, i tried , sheet protection, work book protection and stuf, but to no
avail

Maybe  Tools>Options>Edit "Allow cell drag and drop"

Otherwise post back with a clearer description of your problem.
