Insert a comment in the cell
Select the cell
From the Excel Main Menu:
<insert><comment>
Note: to subsequently edit the comment, use the same command.
Is that something you can work with?

Maybe you could use:
Insert|Comment
(xl2003 menu system)
> How do I get a message to pop up when the user moves the mouse over the cell?

Type in your message and click outside of the comment text box. A red
triangle should appear in the upper right corner of the cell to allert you to
the fact that a comment has been added to that cell.
Mouse over to view the comment.
