I'm having a hard time sorting the format of the formula out - any assistance
is appreciated.

Try this array formula** :
E1 = value1
F1 = value2
=AVERAGE(IF((A1:A10=E1)*(B1:B10=F1),C1:C10))
** array formulas need to be entered using the key combination of
CTRL,SHIFT,ENTER (not just ENTER)
