Is there a global format that will change the same cell on
multiple sheets within the same worksheet, simultaneously?

If you select a group of sheets - e.g, select the leftmost sheet tab,
hold down shift and click the rightmost tab - any changes you make in
one sheet gets made in all of them, including formatting. Right-click a
selected tab and choose "Ungroup sheets" before performing operations
that you want to pertain to one sheet only.
