Select cell B35
Choose Format>Conditional Formatting
From the first dropdown, choose Formula Is
In the formula box, type: =B35>INDIRECT("$B$37")
Click the Format button and select your formatting
Click OK, click OK
> I have this conditional format in cell BB35
