Very new to Excel and having trouble with columns. Have searched Help
and Templates but can't seem to find what I want.
I need 4 columns of various widths in the upper portion (row 1 - 19 for
name, address and other info) and 6 columns of varying widths different
from the 4 above from Line 19 down. The last of the 6 is to be totalled
at the bottom.
What I don't know how to do is add more rows from 19 down without
changing 1-18.
Can this be done?

No it can't.
But, you can create an *appearance* of such a set-up, by combining some of
the upper columns together.
For example, select B1 to C19, then:
<Format> <Cells> <Alignment> tab,
Expand the "Horizontal" window, and click on "Center Across Selection", then
<OK>
Play with the column widths and the cell borders, where you eliminate the
grid lines, and you can get some semblance of mixed columns in the upper and
lower portion of your sheet.
