I've been working at this issue for some time now and all the advice I
have tried has failed.
Familiar problem:
I attempt to open a excel file from my A: drive and of course it says,
"The file may be read-only, or you may be trying to access a read-only
location."
The other files, non-excel, on the disk open just fine.
So I checked the file properties and the "read-only" box is unchecked.
I messed around with this for 30 minutes and nothing changed. Rebooted
several times. Cleaned win temp and anything to do with excel.
I was told to copy and paste the file onto my destop through Win
Explorer. No change.
Tried renaming it. No change.
I attempted to open the file on my friend's computer and same issue.
Any advice? The file is on a 3 1/2 floppy.

So, did you actually try to type something into it? It just says 'may be'.
I had one that said that and the instructions were to 'save as' on the hard
drive and work with the new one.

No, this isn't from excel itself. I can not open the file at all. It
saved fine the last time it was accessed but I haven't been able to
view it since. So this isn't a matter of saving but opening.
