I need excel to return a value of 1 for every 10000 members. ie 10000 = 1 but
20000 = 2 and 100000 = 10 etc.

Can anyone help with this Formula. It's probably very simple.

You could try

=INT(A1/10000)

If the A1=39999, you'll get three.

If you want it to round up, try

=ROUND(A1/10000,0)
