Cell (Border Only) Protection

How do I protect the border (format) of a cell?  Is it possible?  I'm
currently using Excel 2002.

Make sure the desired cell is locked (Format>Cells>Protection) then
protect the worksheet (Tools>Protection>Protect Sheet...)  you may add
password security if desired (not necessary).
