In Excel, I prefer to copy & paste other items, but like to use an ellipsis
frequently.  i.e., is there a "frequently used" function, so that I don't
have to be copy/paste over & over, &/or go into Insert/Symbol, each time I
want an Ellipsis.  Basically i want to click, or maybe Ctrl+click something
to get an Ellipsis in a handy fashion, "…" (there's one)  HELP!

Try inserting it as a new option to replace with within:

Hi

View>Toolbars>Customise>Insert> in right hand pane scroll down till you
see the left and right ellipsis.
Drag to a convenient position on your toolbar.
When required, just click the appropriate left or right version.

Hold the alt key down, and ON THE NUMERIC KEYPAD, type 0133, then let go of
the alt key!
.
It's not just an Excel setting, BTW
