How do I enter a formula in a text cell without changing the text?

The only way would be to use conditional formatting.
Click "Format/Conditional Formatting" and enter your conditions and formats.

Enter the formula. Format>Cells>Custom, in the Type box, enter "text"
(replace text with your text)
