page break issues

Excel 2000

What's the secret for setting a *working*  horizontal page break?

With the cursor in column A row 112, I click on Insert -> Page Break

In page break preview mode, there is nothing that indicates that there is a
H page break at row 112. Nor when the sheet prints is there a page break at
that row.

Yet, with the cell pointer in cell A112, the Insert menu does not offer an
option to insert a page break. Rather, the option is to remove a page break.

What gives? This is driving me crazy!

TIA
