I have an application where I want to put instructions in a cell. This is
formatted as white text on a blue background.  When printing I select "
Black and White" and the white text shows up as black which is not what I
was expecting.  Any Ideas on how not to print this bit of text?

You could put the text in a Text Box and set the text box to not print and
move and size with cells.
