Print titles option "greyed out"

When I'm in print preview and choose Setup, select Sheet tab the Print Titles
options are "greyed out".
Any suggestions why this is happening and how to overcome the problem.
I'm using Excel from Office 2003 and have searched MS Help without finding a
solution.

I hate to say this but "that's just the way it is".  Has been for many
versions and no change in 2003.

Print Range and Rows to Repeat at Top are both unavailable in Print Preview.

Go into page setup through File>Page Setup and all will be available.
