Help!!! Formula doesnt work.

This was the formula that was given to me to accomplish my task:  
=Average(Indirect("G1:G"&E7)).  However it doesn't work or I have done
something wrong in entering the formula.  Here is a jpeg of what I am trying
to do and hopefully I will get a better result this time around.

will this do what you want?

=SUMIF(O1:O384,"<"&E4&"")/COUNTIF(O1:O384,"<"&E4&"")

I want to thank you very much for solving my hair loss problem...lol
with what you gave me I was able to reduce the formula a bit so that it isnt
so extensive and still does what you originally gave me.  
=SUMIF(AD3:AD302,"<="&E7)/E7 as well as i needed "<="&E7 instead of just
"<"&E7.
But none the less you have solved my delima.
