How to extract data in one book against another book

Hi, al

I hope I can explain what I am trying to accomplish

I have two excel files containing voter registration.
One book conatins list of all the registered voters and the other contains voters who voted last year
I am trying to get list of voters who did not vote last year

I do not have any excel programing experience
