Maximize/Restore button

My Restore button for Excel does not work all of a sudden.
Minimize works great, Maximize works great, but Restore
does nothing except minimize.  When I right click on the
Excel tile in the taskbar and choose Move or Size, my mouse
is moved into a four headed arrow and placed in the upper
left corner of my desktop.  I cannot pull anything down,
however.

Is there some way to "re-set" this so I can see where it is
placed?  I do not recall moving the window outside of my
view, and I have re-booted my computer.

If you right click on the file in the task bar and choose move can you use
the arrow keys on the key board to bring it back into view?
