Automatically change number format

Is there anyway to have the format for negative numbers
automatically be (123.32) instead of -123.32.  I know
that you can select the cells and choose format, cells,
number and make the change - but we would like it to be
the default.

You can change a windows setting.

Windows start button|settings|control panel|regional settings applet
Number tab|negative number format.

This is a windows setting.
