Not able to open Excel links

I can open a spreadsheet when I open Excel first then select open, but if I try to click on the link, it does nothing.  I click on it, so it highlights then I'll either double click the link or hit enter and nothing, it then isn't highlighted anymore.  No error message at all.  I've installed the software as a user, who now has local admin still the same thing.  I've reassociated the file with Excel and that didn't work.  The really strange part is I can log in as a generic account, and I get the same issue but if I log in with our utility (installation) account, Excel works fine.  Sounds like a permissions thing, but I can't figure out where.

Any suggestions..

AV settings should not affect this -- esp since you are able to open from inside
Excel

hmmmm

Have you opened Excel, gone to Tools Options General and see if Ignore other
applications is checked or not?  If so, uncheck it.
