how do you disable the annoying web toolbar in excel?

this seems to be a common problem and i don't see any working solution.
whenever i open an excel (2002) file with hyperlinks, the web toolbar
automatically opens and takes up another line on my screen. even if i remove
all buttons from the toolbar, disable the toolbar functionality via group
policy, and minimize the web toolbar to share a line with toolbars i actually
use, when i open a new excel spreadsheet, the toolbar pops up and monopolizes
a complete line - even though it is blank.

this "helpful feature" is very annoying - especially since i can't turn it
off. i end up closing the web toolbar a dozen + times a day.

any solutions? patches?

Exit Excel.

Find the file, Excel.xlb and rename it to something like ExcelSAV.xlb.
NOTE: This file is in something like c:\documents and settings\[you
username]\Application Data\Microsoft\Excel directory.

Start Excel and recongifure your tool selections.

That should do it
