In Excel 2000, how do I get new files to open in a new window ins.

Formerly, when I would go to File_Open and open a second or third file on top
of what I already have open it would open to a new window at the bottom of my
screen.  Now, a second file opens in the same window at what I already have
open.  It was much easier to switch from one file to another when they were
in separate windows.  To clarify, I am not talking about multiple worksheet
within one file, but entirely separate files.
