The default cell border is the "Bottom Border,", but for the most part I only
use the "All Borders" so I'd like to change the default to "All Borders." I
can't find any obvious way to make this change nor any documentation.

AFAIK there is no way of changing this default.
Perhaps you could record a macro and assign that to a button?

I've created my own custom toolbar:
tools|customize|toolbars|New... button
and then dragged the border icons I like to use onto that custom toolbar.
Commands tab (in the same dialog)
Format category
You'll see lots.
In fact, when you're in there, you may want to skim through all the categories
and icons that aren't on the standard toolbars. You'll be surprised at how many
you'll copy to your own toolbar.
