In excel when i type in formulas they do not calculate they just go in as
text, this is just on one of the excel files all the other excel files it
will figure out the formulas. So i create the most basic 2+5 then when i hit
enter it just stays like that it does not calculate it out. And under the
format cell the number tab i have general selected.

If you are entering the formula correctly as in  =2+5 and you see =2+5 it
would mean one of two things.

1.  You have "View Formulas" set on in that file.  Hit CTRL + `(back quote) to
turn off formula view.

2.  The cells were pre-formatted as Text.  Re-format to General then F2 and
ENTER each cell.
