I have a copy of Excel 2007. I tried in vain to install it on my PC running
in Win2000 Pro. Is there a fix for this, other than to upgrade to XP or
higher?

No, It will only install on XP or Vista desktop operating systems

You must upgrade your OS.

See here for system requirements.
