In xl2003 and older this is not possible. You can only color cells. Not
sure if it is an option in xl2007.
Just to confirm it's not an option in 2007 either

Yes you can, just place cursor on the tab and right click Tabs...and select
colour

Well not in my version! On reading the OP's question I read it as the row
and column headers *not* the sheet tabs
