I just purchased a full version of Office XP three weeks
ago and now there is a new version out.     Do I get a
free upgrade to the latest version?

Steve,

You should be able to get an upgrade to Office 2003 for free if you
purchased Office XP after 15-April-2003.  See
http://www.microsoft.com/Office/howtobuy/techguarantee.mspx for details.

That should be 15-August, not 15-April.  See also
