When I print a radio button from design mode sometimes it
displays with a shadow around it, and in other cases, it
does not have a shadow.

It depends on the printer I am printing from.

I know this is probably a configuration issue, however, am
not sure.  Could it be a printer driver issue?

Maybe.

You could go to the printer's web site and download a new/fresh version to see
if it helped.
