Excel 2000, template files cant find excel9.olb

We have 50 users, running on Windows 2003 Server, MSOffice 2000, under
Terminal Services.
On trying to open an Excel template file (invoicing) previously saved to My
Documents, the following error is displayed:

“One of your object libraries (excel9.olb) is missing or damaged. Please run
Setup to install it.”

Interesting thing is:
a)    File excel9.olb is right there where it should be (C:\Program
Files\Microsoft Office\Office) and is not corrupt.
b)    Administrator can open these files no problem

If you have experience in how to resolve this pls advise.
